abstract | A preform suitable for manufacturing an optical fiber for transmitting ultraviolet light can be manufactured at extremely low cost. A cladding (3) of an optical fiber preform (1) is formed as a double of an inner cladding (4) on a core (2) side and an outer cladding (5) on an outer peripheral side thereof. By forming only the inner clad (4) by a plasma method capable of depositing high-concentration doped quartz and forming the outer clad (5) by an external method in which only relatively low-concentration doped quartz can be deposited but the deposition rate is high. And an optical fiber capable of forming an optical fiber (6) having a thick clad layer that does not leak light while ensuring a refractive index difference of 1 to 2% at an interface between the core (2) and the clad (3).
