An object of the present invention is to store and transport hydrogen easily and safely using a conventionally used technique. A hydrogen hydrate is formed in water by maintaining a three-phase mixture X in which water 1, ice 2, and hydrogen 3 are mixed at a pressure of about 2000 atm and a temperature of about -25 ° C.
