abstract | An object of the present invention is to produce a toner capable of obtaining high image quality with good dot reproducibility by using an evaluation device having high fluidity accuracy and no individual difference, and to enable stable production. A conical rotor is caused to penetrate into a powder layer compacted by consolidating means while rotating, and a torque or a load generated when the conical rotor moves in the powder layer is measured to determine the fluidity of the toner. A conical rotor used for evaluation and entering the toner layer while rotating, a torque meter for detecting torque applied to the rotating conical rotor, a load cell for detecting a load applied to the container by rotation of the conical rotor, and a conical rotor or container. A powder fluidity evaluation device comprising at least an elevator for vertically moving the powder phase, comprising means for measuring the height of the powder phase before compaction.
