abstract An object of the present invention is to provide a moisture-permeable and waterproof sheet for civil engineering, which has a feature that a sufficient gas permeation is possible while suppressing intrusion of rainwater into the ground. A civil engineering sheet is formed by laminating a nonwoven fabric made of thermoplastic fiber and a film made of a high melting point compound having a low melting point, and heat-sealing them to form an integrated sheet. The laminate has a water permeability of about 1.5 × 10 −2 cm / s or less, a gas permeability of about 0.25 cc / cm 2 / s or more, and has moisture permeability and waterproofness.
