An object of the present invention is to provide a high-precision powder evaluation device for evaluating fluidity of a toner, which has no individual difference and which provides a high quality image. A powder evaluation device according to the present invention rotates a conical rotor into a powder phase compacted by a consolidating means having a piston while rotating, and generates torque when the conical rotor moves through the powder phase. Alternatively, in a device for measuring a load, a means for controlling a consolidation speed at the time of consolidation, that is, a speed between a stage where the piston approaches the powder phase surface and a stage where the piston is pushed into the powder phase, is provided.
