abstract | In an image forming apparatus using an intermediate transfer medium containing an ionic conductive agent, fluctuation of electric resistance of the intermediate transfer medium is prevented, and ionic conductive agent is prevented from bleeding out from the intermediate transfer medium to toner. In addition, the transfer efficiency is dramatically improved, and the cleaner of the photoconductor is realized. An image forming apparatus that develops an electrostatic latent image on a photoreceptor with negatively charged toner and transfers the developed toner image to an intermediate transfer medium, wherein the intermediate transfer medium uses a cation as a conductive agent. A conductive layer including a conductive layer including a conductive layer and a surface layer formed closer to the photosensitive member than the conductive layer, wherein a work function of the conductive layer is set to be smaller than a work function of the surface layer.
