An object of the present invention is to provide a plasma reactor capable of efficiently generating non-thermal plasma having excellent reactivity with low power. A case body (2) serving as a main flow path of exhaust gas, and a plurality of cells (22) formed of an electrically insulating material and partitioned by partition walls (21), through which exhaust gas can pass. And a positive electrode 4 and a negative electrode 5 that are disposed opposite to the exhaust gas inflow side and outflow side end faces of the honeycomb structure 3. And a plasma generating electrode 6. The honeycomb structure 3 is formed by non-thermal plasma generated on the surface of the partition 21 forming the honeycomb structure 3 by applying a voltage to the positive electrode 4 forming the plasma generating electrode 6.
