abstract [Object] To provide a decorative paper which is not fuzzy and has good lapping suitability together with surface physical properties such as scratch resistance. A pattern printing layer (2) made of a thermoplastic resin and / or a thermosetting resin and not containing an ionizing radiation-curable resin is provided on one surface of a resin-permeable paper substrate (1), and the curable resin is provided on the other surface. After the backside resin layer 4 made of is formed, the surface resin layer 3 made of an ionizing radiation-curable resin is provided on the surface on the side where the pattern printing layer is formed. The backside resin layer prevents fluffing, and the use of a thermoplastic resin or a thermosetting resin without using an ionizing radiation-curable resin as the resin of the picture printing layer also improves the lapping suitability.
