abstract An object of the present invention is to enable a high CO shift reaction activity to be exhibited even in an exhaust gas from a lean burn type internal combustion engine under a reaction condition with a high space velocity. In a catalyst comprising a carrier containing ceria as a main component and a noble metal carried on the carrier, the valence of cerium atoms in the carrier is fixed to trivalent. By fixing the valence of the cerium atom to trivalent, the ability to absorb and release oxygen is reduced, and CO is prevented from being oxidized and consumed by oxygen released in a reducing atmosphere.
