SOLUTION: In a composition using a mixture of a first agent containing an alkali agent and a second agent containing an oxidant, the following components (A) to (D): (A) Organic solvent having an octanol-water-partition coefficient (logP) at 25 ° C. of 0.3 to 6 and a molecular weight of 200 or less: 1 to 50% by weight (B) Alkaline agent (containing 0.01 to 3% by weight of ammonia in the whole composition): 0.1 to 10% by weight (C) Oxidizing agent: 0.1 to 12% by weight in terms of hydrogen peroxide (D) Water: 20-55% by weight And a pH of 7.5 to 12 after mixing.
