A developing roller and an image forming apparatus capable of obtaining a high-quality image for a long period of time. In a developing roller having at least one resin coating layer on an outer peripheral surface of an elastic layer, the resin coating layer is made of an ultraviolet curable resin. The resin coating layer 3a is formed by applying a coating liquid containing a fluorine-containing oligomer such as fluoroacrylate to the outer peripheral surface of the elastic layer 3 and irradiating the coating with ultraviolet rays.
