abstract | An object of the present invention is to provide a binder resin solution composition which can suppress a rise in the viscosity of a solution and has stable solution properties over time. (A) a chlorine content of 10 to 40% by mass and a graft ratio of at least one unsaturated carboxylic acid monomer selected from carboxylic acids and carboxylic anhydrides of 0.3 to 10% by mass; A carboxyl group-containing chlorinated propylene-based polyolefin, (B) at least one hydrocarbon solvent (a) selected from aromatic hydrocarbons and aliphatic hydrocarbons, cyclic ethers, amides, sulfoxides and carbon The mass mixing ratio with at least one polar solvent (b) selected from alcohols of the number 3 or less is in the range of (a) / (b) = 99.7 / 0.3 to 66.5 / 33.5.
