abstract An object of the present invention is to expand an application range which has been considered to be limited to a range (for example, a hospital) where higher sterilization is required. The raw water supplied from a raw water supply pipe (505) is supplied to a main sterilization water generation pipeline system and a diluted sterilization water generation pipeline system under a predetermined pressure difference generated by a differential pressure generation mechanism (513). . The main germicidal water generation pipeline system adds sodium hypochlorite 509 and an acidic aqueous solution 510 to generate high-concentration germicidal water having a preset pH. The diluted germicidal water generation pipeline system generates diluted germicidal water by mixing a high-concentration germicidal water taken in through a germicidal water pipe 524 at a predetermined ratio, and adjusts the diluted germicidal water with a pH adjusting liquid 523.
