abstract [PROBLEMS] To provide a maintenance-free surface-treated steel material capable of generating a stable protective rust layer at an early stage without releasing Cr ions into the environment, especially in a salt-floating environment. SOLUTION: One or both of sodium aluminate (NaAlO 2 ) and potassium aluminate (KAlO 2 ) are provided on the surface of a steel material containing 0.01 to 3% by mass of Al and 0.3 to 3% by mass of Mn. Is formed in an amount of 5 to 50% by mass. The surface of this surface-treated steel material contains 0.1 to 35% of Al in a mole fraction represented by Al / (Fe + Al) × 100 (%) even under a salt accumulation environment, When the total amount of the target amorphous component is 30% by mass or more, a protective rust layer without flowing rust is formed within one year.
