abstract [PROBLEMS] To increase the efficiency of waste power generation while effectively controlling the emission of harmful substances such as dioxin, HCl, sulfur oxides and heavy metals at low cost, and to effectively use incinerated ash as industrial raw materials such as cement. A high boiling point component and a tar substance generated when decomposing garbage in a pyrolysis furnace under a reducing atmosphere at 400 to 650 ° C. are converted to a low boiling point component in the presence of an FCC (fluid contact fusion) catalyst. The gas temperature is reduced to 70 to 500 ° C. in the heat recovery section provided at the outlet of the FCC reactor, and an alkaline substance is blown into the outlet of the heat recovery section to fix hydrogen chloride and the like. The solid content is removed, and the resulting clean gas components are used as fuel for power generation, generating power at an efficiency of 30% or more. The solids removed by the dust collector are washed with water to remove alkali salts and unreacted alkaline substances, then used as industrial materials for cement and blast furnaces, and unoxidized metals are used as resources.
