abstract PROBLEM TO BE SOLVED: To prevent problems such as image stains and defective image fixing due to uneven surface even without cleaning the surface of a release layer or applying silicone oil to the surface of the release layer. Provided is a low-cost heat fixing member and an image forming apparatus having the same. SOLUTION: In a heat fixing member 10 having a base 1 on which an elastic layer 2 composed of heat-resistant rubber and a release layer 3 composed of a fluorine-based resin are sequentially contained, the release layer 3 is contained. The iodine adsorption amount of the carbon filler 5 is 43 to 118 mg / g, and the amount of carbon filled in the release layer is 2 to 5% by weight. The fluorine-based resin is preferably selected from PFA, FEP, and PTFE. The heat-resistant synthetic rubber is preferably selected from silicone rubber, fluoro rubber, and fluorosilicone rubber.
