A microorganism capable of growing from seawater in marine broth to which crude oil is added as a carbon source and having crude oil emulsifying ability was searched. As a result, three strains were obtained. These strains produce biosurfactants and exhibit oil emulsifying ability. That is, selected from the group consisting of Myroides odoratus SM-1 (Accession number FERM P-19061), Bacillus subtilis SM-4 (Accession number FERM P-19059), and Bacillus pumilus SM-9 (Accession number FERM P-19060).
