abstract An object of the present invention is to provide a method of manufacturing a heat insulating panel that can integrate a FRP panel and a heat insulating material in a simple process and obtain a stable quality heat insulating panel at low cost. A heat insulating material made of a urethane foam molded in advance and a fiber reinforced plastic (FRP) panel formed in advance by press molding by an SMC compression molding method are wrapped around the outer surface of the heat insulating material. Then, a resin compound is cast-molded to be integrally bonded to obtain a heat-insulating panel 11 in which the heat-insulating material 13 is sandwiched between the FRP panel 12 and the cast-molded FRP layer 15.
