Provided is a carbon electrode capable of promptly causing an electron transfer reaction on an electrode surface, and a dye-sensitized solar cell including the carbon electrode as a counter electrode and having excellent energy conversion efficiency. SOLUTION: A carbon electrode CE3 contains at least carbon black-like particles, graphite-like particles, and conductive oxide particles having lower electric resistivity than anatase type titanium oxide particles as constituent materials. The dye-sensitized solar cell 40 has a photoelectrode 10 having a semiconductor electrode 2 having a light receiving surface F2 and a transparent electrode 1 disposed adjacent to the light receiving surface F2, and a counter electrode comprising the carbon electrode CE3. The semiconductor electrode 2 and the counter electrode CE3 are arranged to face each other via a porous layer PS made of an insulating porous material. The porous layer PS contains an electrolyte.
