[Problem] To provide a polymer electrolyte membrane which has reduced the necessity of humidification and greatly improved conductivity without substantially impairing the original properties and appearance of the polymer electrolyte. A deliquescent water-soluble anhydrous inorganic salt or deliquescent water-soluble inorganic salt hydrate is prepared when a polymer electrolyte is dissolved in water or a solution containing substantially water or is in an emulsion state.
