A photoelectric conversion element capable of obtaining high photoelectric conversion efficiency by increasing a light release voltage of a dye-sensitized photoelectric conversion element and a method for manufacturing the same. A photoelectric conversion element according to the present invention has an anode electrode and a cathode electrode opposed to each other, an electrolyte is sealed in a cell formed by the anode electrode, the cathode electrode, and a side wall, and the anode electrode has a surface on the electrolyte side.
