abstract An object of the present invention is to reduce the size of a lighting device by using a light emitting diode as a light source and to obtain a high quality photographed image in consideration of characteristics of a CCD image pickup device. A red LED chip, a green LED chip, and a blue LED chip are connected in series. Then, assuming that the intensity of red is Pr, the intensity of green is Pg, and the intensity of blue is Pb for the same current value, the ratio of Pr, Pg, and Pb is set to be about 3: 7: 1. This makes it possible to improve the color reproducibility of the CCD image pickup device by integrally mounting the illuminating device on a portable device for illumination during image pickup by the CCD image pickup device.
