A method of purifying water by decomposing organic matter in water by a photocatalytic reaction, comprising a membrane having oxygen permeability at a boundary between a liquid phase (11) containing water to be purified and a gas phase (12) containing oxygen. 3, a photocatalytic reaction was caused in the liquid phase 11 by dissolved oxygen supplied from the gas phase 12 to the liquid phase 11 through the diaphragm 3 to decompose organic substances.
