abstract An object of the present invention is to provide a water treatment method and apparatus capable of treating water to be treated containing an organic chlorine compound and a chromaticity component which is difficult to decolor in biological treatment, and simultaneously reducing TOC. An object of the present invention is to provide a water treatment method comprising subjecting water to be treated 10 containing impurities to electrolysis 7 treatment while irradiating with an electron beam 5. The electrolysis treatment can be performed by placing an electrode used for electrolysis perpendicular to the electron beam irradiation direction and applying a positive voltage to the electrode. The electron beam irradiation is performed from a substantially horizontal direction, and the electron beam irradiation and the electrolysis treatment are preferably performed with the flow of the water to be treated being upflow.
