abstract | An object of the present invention is to prevent toner fusion of a developing blade due to long-term image formation, and to prevent image density from being low and vertical stripes from being generated. During the rotation of the developer carrier, the potential relationship between the developer carrier and the regulating member is substantially the same during image formation, has a potential difference in a part during non-image formation, or applies a voltage during startup or disconnection. The target voltage applied by the means is made different, and the potential difference generated by this setting has the same potential difference as the maximum potential difference at the time of starting or disconnection.
