Provided is a method for manufacturing an electrophotographic toner having a high average charging level, a rapid charging speed, and being hardly affected by temperature and humidity. A toner composition comprising at least a resin and a colorant is dissolved or dispersed in a polymerizable monomer, and the solution or dispersion is emulsified and dispersed in an aqueous medium containing a surfactant in an aqueous medium. And a method for producing an electrophotographic toner obtained by polymerizing the obtained emulsified dispersion, characterized in that a surfactant having a polarity opposite to that of the surfactant is added after the emulsification dispersion step.
