abstract | A developing device and an image forming apparatus that prevent toner from sticking to a developer carrying member over time and always maintain stable image quality. A developing device includes a photosensitive member and a developing sleeve that carries a two-component developer including a toner and a carrier, and a developer that is carried on the surface of the developing sleeve on a latent image formed on the photosensitive member. In the developing device 4 for supplying the latent image 10 to visualize the latent image, the developing sleeve 9 has a surface layer containing a fluororesin on a metal base.
