An ink jet recording medium having high glossiness and capable of obtaining good image quality excellent in ink absorption and color development, and a method of manufacturing the same. An underlayer mainly composed of synthetic silica and an ink receiving layer mainly composed of colloidal silica are sequentially provided on a support, and an ink-permeable polymer dispersion is coated on the ink receiving layer. This is an inkjet recording medium, and performs a calendar process at room temperature as needed. The ink-permeable polymer dispersion is a polymer dispersion obtained by emulsion-polymerizing (meth) acrylamide, styrene, and an acrylic monomer as monomer components in the presence of a reactive emulsifier.
