abstract An object of the present invention is to set a maximum output of a generator and a motor lower than a maximum output of an engine and realize a maximum speed. An engine (1) is connected to an output shaft of the engine, and a generator (4) having a maximum output smaller than the engine. A generator (4) is connected to a drive shaft of a vehicle and electrically connected to the generator. A motor (5) having a smaller maximum output than the engine, a clutch (6) capable of mechanically connecting the engine output shaft and the drive shaft of the vehicle, and a vehicle speed sensor (22). The vehicle speed at which the vehicle output achievable when the clutch (6) is engaged is equal to the vehicle output achievable when the clutch (6) is not engaged is set as a threshold, and the detected vehicle speed is determined as the threshold value. If it is higher than the threshold value, the clutch (6) is engaged. [Selection diagram] Fig. 1
