abstract A water-based primer coating composition capable of forming a coating film excellent in moisture adhesion and gasohol resistance and improving productivity in a coating process, a coating film forming method using the same, and a coated article. The aqueous primer coating composition comprises an acid anhydride-modified chlorinated polyolefin emulsion resin (A), an aqueous urethane dispersion (B), an aqueous epoxy resin (C), an organic strong base and / or an organic strong base. An aqueous primer coating composition comprising a salt (D) and (A), (B) a nonvolatile content of 20 to 60% by weight based on the total nonvolatile content of (A), (B) and (C). Of (C) and 20 to 60% by weight of (C), and (D) of 1 to 5% by weight. In the method of forming a coating film, after applying the aqueous primer coating composition to a substrate, the obtained primer coating film is dried so that the nonvolatile content of the primer coating film becomes 60% by weight or more, and the base coating material and the clear coating material are coated with the primer coating material.
