Provided is a method for producing a polyurethane emulsion which can substantially continuously produce a polyurethane emulsion which does not substantially contain an organic solvent and has excellent storage stability over time. (1) As a first step, a stator section 5 fixedly provided in a cylindrical casing 1 and a rotor section 3 fixedly provided on a rotating shaft 2 in the casing 1 are provided. An emulsifier in which the rotor section 3 has a plurality of rotor teeth 4, the stator section 5 has a plurality of stator teeth 6 opposed to the rotor teeth 4, and the stator section 5 has a suction port 8 and a discharge port 10, The urethane prepolymer and water are supplied from the inlet 8 and discharged from the outlet 10 as a urethane prepolymer emulsion having an average particle diameter of 0.1 to 2.5 μm while continuously emulsifying. 2) In the second step, the urethane prepolymer is chain-extended by reacting a chain extender with the urethane prepolymer emulsion obtained in the first step.
