SUMMARY OF THE INVENTION A lotion substitute, a nonwoven fabric treated with an aqueous-based petrolatum-surfactant mixture, simultaneously provides fluid treatment properties and benefits to skin health during use of the product. The petrolatum-surfactant mixture can be applied to the nonwoven fabric by a foaming process. The foaming process can coexist with existing commercial nonwoven production equipment and in-line production rates. |
