abstract (57) [Problem] To provide a foam, a heat insulating material, and a cushioning material that can be easily disposed of at a reduced cost when they become unnecessary, and that can improve the heat insulating performance. A foam material (1) containing a base (2) and an additive (3) is foamed with water (41) using an extruder (11) to produce a foam (100A). Base 2 was composed of 35 parts by weight of polypropylene 2A, 30 parts by weight of corn starch, 35 parts by weight of paper made of cellulose. Since the foaming material 1 has the largest weight ratio of cellulose, it can be easily disposed of while suppressing costs, and the heat insulation performance can be improved by cellulose.
