A styrene-butadiene rubber having 10 to 50 parts by weight and a rubber having a glass transition temperature of −50 ° C. or lower being 50 to 90 parts by weight is used as a rubber raw material and contains a filler, an additive, a plasticizer, and a crosslinking agent. The butadiene rubber is (A) a transition metal metallocene catalyst, (B) at least one compound selected from an organoaluminum compound and an aluminoxane, And (C) a low-temperature styrene-butadiene rubber (SBR) composition which is a high-cis styrene-butadiene rubber (high-cis SBR) obtained by copolymerizing styrene and butadiene by adding an electron-withdrawing compound.
