A metal ion is efficiently converted to a metal oxide by energization in the presence of a high concentration of hypohalous acid, and the metal oxide is dissolved in an electrolyte from air by the action of the metal oxide as an oxygen donating catalyst. Oxidatively decompose harmful substances efficiently.
