abstract (57) [Summary] [Problem] According to the conventional method for creating a congestion degree database based on in-vehicle terminal information, the reliability of the created congestion degree database is not necessarily high, because the method focuses on distinguishing between highway and non-highway. There were challenges. In addition, there is a problem that a congestion degree database for highway driving is not created. SOLUTION: Using a point database having main position information indicating a position of a main point on a road and main position type information indicating a type of a point, a main data of each of a series of in-vehicle terminal information is obtained. A highly reliable congestion degree database can be generated by a congestion degree database creation method including a step of setting a traveling section as a section indicating information on traveling between points. In addition, by including a section in which the in-vehicle terminal information is information at the time of traveling between the two main points on the highway, the congestion degree database for the highway can be generated.
