abstract (57) [Problem] To manufacture a rotary shaft seal in which a seal element mainly composed of PTFE and a metal case are bonded and integrated with an adhesive, and the time required to raise and lower the temperature of a mold can be reduced. The present invention also provides a method and an apparatus for manufacturing a rotary shaft seal that also facilitates temperature control of a mold. SOLUTION: A pair of magnetic metal pressurizing jigs 31A and 31B which can be approached and separated from each other, and the axes of the pair of pressurizing jigs are made to coincide with each other, and the pair of pressurizing jigs are aligned. A high-frequency induction coil 32 surrounding the movable space, and a stack for sandwiching an adhesive sandwiched between the seal element and the metal case from both sides thereof, which is installed in the movable space of the pair of pressurizing jigs.
