The invention relates to a pre-reformer for removing C 2 and higher hydrocarbons from the fuel introduced into the solid oxide fuel cell, a steam reforming method in which the pre-reformer is filled with reforming catalyst preliminary a reformer, and a solid oxide fuel characterized by comprising from fuel by utilizing exhaust air of the fuel cell as a heat source necessary to abolish C 2 and higher hydrocarbons by Preliminary reformer for batteries. As the heating source, in addition to exhaust air, exhaust fuel and both combustion gases can be used.
