abstract PROBLEM TO BE SOLVED: To improve the adhesion of a light propagation layer to a substrate in a light propagation structure in which a light propagation layer made of an organic-inorganic composite is provided on a metal base. SOLUTION: A substrate 1 composed of a metal, a metal oxide layer 2 provided on the substrate 1, and a light composed of an organic-inorganic composite of an organic polymer and a metal-based compound provided on the metal oxide layer 2 are provided. It is characterized by having a propagation layer 4, and the metal oxide layer 2 is preferably an oxide layer containing at least one element contained in the base 1.
