Provided are a semiconductor for a photoelectric conversion material having high photoelectric conversion efficiency and high durability, a photoelectric conversion element, and a solar cell using the photoelectric conversion element. SOLUTION: In a semiconductor for a photoelectric conversion material having a semiconductor layer containing at least a semiconductor on a base material, a reactive gas for forming a semiconductor is brought into a plasma state under atmospheric pressure or a pressure near atmospheric pressure, A semiconductor for a photoelectric conversion material, wherein the semiconductor layer is formed by exposing a material to the reactive gas in the plasma state.
