abstract (57) [Problem] To provide various functions such as photocatalytic performance, antibacterial performance, antifouling performance, antistatic performance, electromagnetic shielding property, etc. on the surface of various substrates such as glass, ceramic, metal and plastic. Provided are a film-forming aqueous liquid for forming a film having high conductivity and photocatalytic activity, a method for producing the same, and a structure having the film. SOLUTION: A salt solution of tetravalent titanium and a basic solution are reacted to form a hydroxide of titanium, the hydroxide is peroxod with an oxidizing agent, and further heat-treated to form an anatase-type peroxide. In any of the processes for forming a coating-forming aqueous liquid by transferring to titanium, the conductivity-enhancing substance fine particles are added, and the surface resistance value containing the conductivity-improving substance fine particles and the titanium oxide fine particles is 10 11 Ω /. A water solution for forming a film having photocatalytic performance and conductivity for forming a film less than □ is produced.
