abstract PROBLEM TO BE SOLVED: To provide a highly reliable and durable touch panel which is a transparent conductive film in which a transparent conductive thin film is formed on a polymer film, and has no problem of damage and peeling of the transparent conductive thin film. The present invention provides a transparent conductive film that can be used and a touch panel including the transparent conductive film. The transparent conductive film is formed by forming a transparent conductive thin film (5) and a coating layer (9) on a polymer film (4). The coating layer 9 on the transparent conductive thin film 5 is formed by oxidizing, nitriding, or oxynitriding a coating layer made of metal or a metal layer. A touch panel including the transparent conductive film as the upper electrode 6A or the lower electrode.
