SOLUTION: A nonaqueous electrolytic solution containing a borate represented by the following formula (1), a nonaqueous solvent and an electrolyte, and a secondary battery using the same. Embedded image (R 1 to R 3 may be bonded to each other by hydrogen, a metal or an organic group.) Further, a non-aqueous electrolyte containing sulfones or sulfonates, and / or a non-aqueous electrolyte containing a vinylene carbonate derivative. Aqueous electrolyte is also a preferred embodiment of the non-aqueous electrolyte of the present invention.
