abstract (57) [Summary] [Problem] A hydraulic cement composition to be prepared has excellent fluidity with little decrease over time, and the obtained cured product exhibits excellent initial strength and low drying shrinkage. Further, the present invention provides a multifunctional cement dispersant which has high resistance to freezing and thawing action and can simultaneously provide the above multifunctions, and a hydraulic cement composition having such multifunctions at the same time. As a multifunctional cement dispersant, a copolymer obtained by radical polymerization of a radical polymerizable monomer mixture containing maleic anhydride and a specific monomer at a predetermined ratio is added to a specific polyoxyalkylene monodisperse. A graft copolymer was used in which one or more selected from alkyl esters, polyoxyalkylene monoalkyl ethers and polypropylene glycol were subjected to a graft reaction at a predetermined ratio.
