abstract (57) [Problem] To provide an optical substrate capable of controlling an interval between a master and a substrate, a method of manufacturing the same, and an optical device. SOLUTION: A master 10 and a substrate 26 are brought into close contact with each other via a light transmitting layer precursor 20. Transfer shape 1 of master 10 2 is transferred to the light transmitting layer precursor 20. The light transmitting layer precursor 20 has a liquid material 22 and a solid member 24 dispersed in the liquid material 22. The solid member 24 has the same light refractive index as the cured product 32 of the liquid material 22. The solid member 24 serves as a spacer between the master 10 and the substrate 26.
