abstract (57) [Summary] [PROBLEMS] To provide a material which is less likely to fall off from the structure when handling the structure, and a method for manufacturing the same. SOLUTION: This is an oxidized fiber structure comprising short fibers of polyacrylonitrile-based oxidized fibers, wherein the oxidized fibers have an oxygen bond amount of 10 to 17% by mass, and the short fibers have a fiber length of 25 to 65. mm, the thickness of the oxidized fiber structure is 0.2 to 4.0 mm, The basis weight is 50 to 420 g / m 2 and the phosphorus content is 30 to 250. ppm, an oxidized fiber structure having a shedding fluff of 0.9 mg / g or less, a thickness of 0.1 to 3.5 mm, and a basis weight of 30 to 25. A carbon fiber structure having 0 g / m 2 , a falling-off fluff of 1.0 mg / g or less, an X-ray crystal size of 1.3 to 3.5 nm, and a method for producing them.
