abstract PROBLEM TO BE SOLVED: To provide a novel phosphorus-containing epoxy flame retardant containing no halogen element and having excellent heat stability, and a resin having excellent heat stability, light resistance and flame retardancy obtained by adding the flame retardant. It is intended to provide which is related to the composition. A novel phosphorus-containing epoxy resin comprising a phosphinic oxide represented by the following formula (1) and a non-halogen epoxy resin having an epoxy group, wherein the phosphorus content is 1% by weight or more. It is a flame retardant. In the formula, R represents a cycloalkylene group having 5 to 8 carbon atoms.
