SOLUTION: A urethane resin and an (iso) cyanuric acid derivative compound-containing flame-retardant-imparting agent are added on a base fabric including a fiber fabric having a basis weight of 250 g / m 2 or less by a weight ratio of 1: 1. 00: A flame-retardant sheet in which the flame-retardant resin layer contained at 50 to 150 is formed with an additional weight of 30 to 150% by weight of the base fabric weight, and the combustion residue is 2% or less of the original weight before combustion.
