abstract [PROBLEMS] To provide a gas hydrate production apparatus and a production method capable of efficiently producing gas hydrate by extending a gas-liquid contact time in a production tank. SOLUTION: A gas hydrate producing apparatus 100 for producing a gas hydrate 55 by reacting water 51 and a gas 53 has a vertically long, substantially cylindrical shape which produces the gas hydrate 55 under a predetermined pressure and a predetermined temperature. A production tank 11, A water supply pump 17 for continuously introducing water from the top of the production tank, a gas diffusing mechanism 31 for introducing gas into the water as bubbles from the lower part of the production tank, and a continuous water supply from the bottom of the production tank. Water discharging means 19 for draining the water The gas hydrate 55 is manufactured by continuously supplying and discharging the water 51 into and from the production tank 11 so as to form a water flow facing bubbles rising by buoyancy.
