SOLUTION: A urethane foaming undiluted solution is supplied into a mold 3, This is a method for manufacturing a heat-insulating panel which is foamed and cured to obtain a heat-insulating panel P, wherein a resin foam layer having a predetermined thickness is formed on the inner peripheral surface side of a mold frame 3, and then a urethane foaming stock solution is poured into the mold frame 3. It is supplied and foam-hardened so as to be integrated with the resin foam layer.
